The U.S. House of Representatives has chosen to hold back its vote on impeachment of President Donald J. Trump until an all-female panel is seated and female members have served on committees.

The unusual move, which is being seen as a rebuke to the president to save future votes against him, is an attempt to allow the panel to meet as an all-female body while also holding off on any further impeachment proceedings until after the panel has been seated.

Women’s groups expressed reservations about the panel’s composition and say the decision to hold off on the vote until the panel is seated is aimed at the president’s Republican critics.

Democrats say the U.S. House of Representatives will vote on whether to impeach President Donald Trump on Tuesday.

After the Senate passed a resolution Friday charging Trump with abuse of power and obstruction of Congress, the House agreed to hold off on the vote, as well as that on other charges, to create space for women to serve on committees before impeachment.

Democrats agreed to set up the panel on Nov. 1, when the House was set to adjourn for the year, but they agreed to hold off on a vote on any articles of impeachment while the new committee is in place.

The committee, which is to be chaired by Rep. Maxine Waters, D-Calif., and including California’s Barbara Lee and New York’s Linda Sánchez, will be in place by this Friday, for the first time in memory.
